In the very centre of Podgorica, on Slobode Street by Independence Square, the building is an open, transparent structure: a concrete frame with timber elements and large glazed surfaces reveals its inner life to the city.
An amphitheatre stair connects the ground floor with the square and invites passers-by to come in and stay. An internal stair and library link the floors vertically, while a green roof terrace and a set-back glass storey complete the volume with views of the city and the mountains.
